Gotham, the upcoming Fox police drama set in the Batman universe, had originally been conceived as a story focused solely on the young Jim Gordon and his rise through the ranks of the Gotham City police department. But as the series has developed, the decision was made to strongly tie into the existing Batman universe by also featuring a young Bruce Wayne, as well as early versions of some of Batman’s most iconic foes.
Now, it seems we may know which of those foes will be appearing first. Check out this tweet from Latino Review’s El Mayimbe:

Granted, this is still a rumor, but with Fox execs already admitting that viewers could expect to see a few recognizable faces on the show, The Penguin would be a good choice to begin with. In fact, I’d like to see Gotham chronicle his rise through the ranks of the criminal underworld – and if they’re looking for an actor in their 20s for the role, that may be exactly what they’re planning.
Gotham is scheduled to premiere this fall on Fox.
